João Costa was born on November 4, 1972, in Lisbon, Portugal, and earned his PhD in Linguistics from the University of Leiden in the Netherlands (1998).
He was a Full Professor of Linguistics at the Faculty of Social and Human Sciences at NOVA University Lisbon and served as dean of the same faculty until 2015. He studied and was a visiting researcher at the Massachusetts Institute of Technology (MIT).
He served as President of the Scientific Council for Social Sciences and Humanities of the Foundation for Science and Technology until November 2015.
He was Secretary of State for Education (2015 to 2022) in the 21st and 22nd Constitutional Governments and Minister of Education (2022 to 2024) in the 23rd Constitutional Government of Portugal.
He was a member of the Scientific Council of the National Reading Plan, the National Commission of the International Institute of the Portuguese Language, and the Advisory Council of the Camões Institute.
He served as President of the Portuguese Linguistics Association.
He was a visiting professor at several universities, namely in Brazil, Macau, Spain, the Netherlands, and Italy.
He is part of the editorial board of several international linguistics journals.
In his research activity—in the areas of theoretical syntax, language acquisition and development, and educational linguistics—he has authored numerous articles, book chapters, and books.
In November 2023, he became President of the OECD’s Education Policy Committee.
In January 2025, he assumed the position of Director of the European Agency for Special Needs and Inclusive Education.

Foi professor convidado em várias universidades, nomeadamente no Brasil e em Macau, Espanha, Holanda e Itália.
Integra o conselho editorial de várias revistas internacionais de linguística.

No âmbito da sua atividade de investigação - a sintaxe teórica, a aquisição e desenvolvimento da linguagem e a linguística educacional - é autor de inúmeros artigos, capítulos de livros e livros.
Em novembro de 2023, tornou-se presidente do Comité de Políticas Educativas da OCDE.
Em Janeiro de 2025, assumiu a direção da Agência Europeia para as Necessidades Especiais e a Educação Inclusiva.
