Born on December 12, 1954, in Valença, Portugal, he holds a PhD in Educational Sciences from the University of Geneva, Switzerland (1986), and a PhD in Modern and Contemporary History from the University of Paris IV-Sorbonne (2006).
His academic career began in 1982 as an assistant at the University of Geneva. In 1986, he joined the Faculty of Psychology and Educational Sciences at the University of Lisbon, where he became a full professor in 1996. He has been a visiting professor at several international universities, including Wisconsin (1993/1994), Paris V (1995), Oxford (2001), Columbia – New York (2002), Brasília (2014), and Federal University of Rio de Janeiro (2017).
Between 1996 and 1999, he was an education consultant at the Civil House of the President of the Portuguese Republic, Jorge Sampaio. From 2000 to 2003, he chaired the International Standing Conference for the History of Education (ISCHE). In 2012, he presided over the celebrations of Portugal Day, Camões, and the Portuguese Communities.
From 2006 to 2013, he was the Rector of the University of Lisbon. In 2014, he participated in an international UNESCO mission in Brazil. He received the title of Doctor Honoris Causa from the University of Algarve (2015), University of Brasília (2015), Lusófona University (2016), Federal University of Rio de Janeiro (2017), and Federal University of Santa Maria (2019).
In 2016, he ran as an independent candidate in the Portuguese presidential elections. Between April 2018 and November 2021, he was the Permanent Representative of Portugal to UNESCO.

A sua carreira académica começou em 1982, como assistente na Universidade de Genève. Em 1986, ingressou na Faculdade de Psicologia e de Ciências da Educação da Universidade de Lisboa, onde se tornou professor catedrático em 1996. De 2000 a 2003, presidiu a International Standing Conference for the History of Education (ISCHE). Em 2012, presidiu às comemorações do Dia de Portugal, de Camões e das Comunidades Portuguesas.
De 2006 a 2013, foi Reitor da Universidade de Lisboa. Em 2014, participou numa missão internacional da UNESCO no Brasil.
Recebeu o título de Doutor Honoris Causa pela Universidade do Algarve (2015), Universidade de Brasília (2015), Universidade Lusófona (2016), Universidade Federal do Rio de Janeiro (2017) e Universidade Federal de Santa Maria (2019).
Em 2016, candidatou-se como independente às eleições presidenciais portuguesas.
